Requires members of county and municipal development authorities to have maintained continuous West Virginia residency for at least five years immediately preceding their appointment

Mandates that county development authority members must reside in the county where the authority is situated, and municipal development authority members must reside in that municipality

Eliminates the previous provision allowing members to be drawn from citizens of contiguous counties regardless of their state of residence

Prohibits grandfathering of current members who do not meet the new residency requirements

Extends residency requirements to all county boards, commissions, authorities, or committees serving at the pleasure of the county commission, requiring five years of state residency and one year of county residency
