Expands absentee voting by mail eligibility to any registered voter who has reached age 65, removing the previous requirement that elderly voters demonstrate "physical disability or immobility due to extreme advanced age"

Amends West Virginia Code §3-3-1 governing absentee ballot eligibility requirements

Maintains all other existing categories of absentee voting eligibility, including for disability, illness, travel, military service, incarceration (for non-felony offenses), and participation in the Address Confidentiality Program
