Establishes the Wholesale Prescription Drug Importation Program to import prescription drugs from Canada, contingent on federal approval and certification from the U.S. Department of Health and Human Services under 21 U.S.C. § 384

Requires the Department of Health and Human Resources to either become a licensed drug wholesaler or contract with one, and to use Canadian suppliers regulated under Canadian law while ensuring imported drugs meet FDA safety and effectiveness standards

Mandates the department propose program design rules by January 1, 2026, and submit a federal approval request by April 1, 2026, with program operations beginning within six months of receiving federal certification

Requires creation of a public website listing imported drug prices, a telephone hotline for inquiries, an outreach and marketing plan, and a two-year audit work plan

Directs annual reporting to the Legislative Oversight Commission on Health and Human Resources Accountability from December 1, 2026 through 2030, covering prescription drugs included, participation numbers, prescriptions dispensed, estimated cost savings, and audit findings
