Allows tenants to terminate a lease without penalty if they fear imminent violence after experiencing domestic violence, criminal sexual conduct, sexual extortion, or stalking/harassment, provided they submit written notice with qualifying documentation

Defines "qualifying document" to include protection orders, no-contact orders, or written statements from court officials, law enforcement, licensed health care professionals, domestic abuse advocates, or sexual assault counselors

Establishes tenant privacy rights requiring landlords to provide at least 24 hours' notice before entering a rental unit, with entry permitted only between 8:00 a.m. and 8:00 p.m. unless otherwise agreed, except in emergencies

Sets penalties for landlord privacy violations including rent reduction, lease rescission, return of damage deposit, up to $1,000 civil penalty per violation, and reasonable attorney's fees
