Creates the "Hunger-Free Campus Act" requiring the West Virginia Higher Education Policy Commission to establish a grant program for public colleges and universities that achieve "hunger-free campus" designation

Campuses must meet five requirements for designation: establish a Campus Hunger Task Force meeting at least three times per academic year, designate staff to help students enroll in SNAP, accept SNAP benefits at campus stores, provide at least one physical food pantry, and develop a meal credit sharing program or fund free meal vouchers

Program aims to address student hunger, leverage sustainable food solutions, raise awareness of existing campus food services, and build partnerships at local, state, and national levels to combat food insecurity

Appropriates $1 million for the grant program, with the Commission determining grant amounts for each qualifying institution
