Requires each county school board in West Virginia to establish a daily one-minute moment of silence in every classroom

Students must remain seated and silent during the minute and may choose to meditate, pray, or engage in any other silent, non-disruptive activity

Teachers are prohibited from making suggestions about what type of reflection or activity students should engage in during the silence

States the purpose is to guarantee students' right to free exercise of religion while minimizing state pressure to either engage in or refrain from religious observance

Mandates the Attorney General's office to intervene and provide legal defense of this law if challenged
