Creates the West Virginia Infrastructure Deployment Clearinghouse as a statewide, map-based data hub to facilitate infrastructure installations and economic development, housed at the West Virginia GIS Technical Center

Requires the Secretary of the Department of Administration to coordinate state departments and agencies in developing the clearinghouse, with the GIS Technical Center director setting standards for geospatial information acquisition and management

Authorizes funding through federal, state, and private grants, contributions from government agencies, and fees charged to individuals, agencies, and businesses using the clearinghouse

Establishes the Infrastructure Clearinghouse Fund in the State Treasury, with expenditures authorized from collections for fiscal year beginning July 1, 2025, and requiring legislative appropriation thereafter

Mandates annual reporting to legislative leadership and the Joint Committee on Technology and Infrastructure beginning December 31, 2027
