Allows classroom teachers who have completed their initial zero to three years of experience to be considered for professional positions (including principal or classroom teaching positions) only if no other qualified candidates have applied

Extends the weighted criteria provisions for filling vacancies to include principal positions, not just classroom teaching positions

Requires that when filling principal or classroom teaching positions, if permanently employed instructional personnel apply and meet job posting standards, all criteria must be given equal weight except principal and faculty senate recommendations, which are double weighted

Provides flexibility in hiring by permitting consideration of less experienced teachers when no other qualified applicants are available, rather than strictly requiring certain experience levels
