Requires county superintendent salaries to be based on the student population of the county they serve, effective July 1, 2026

Directs the Department of Education to develop a formula and schedule setting maximum salaries for superintendents in all 55 counties

Maximum salaries must be prorated proportionately so that the per-pupil salary amount is the same across all counties

The salary schedule must be revised at least every five years

County boards must still fix the superintendent's annual salary by June 1 of the appointment year, paid from the general current expense fund
