Establishes a 12-member Food Waste Task Force within the Department of Health to examine factors contributing to food waste and recommend legislative or executive actions to reduce it

Task force members will represent the Department of Health, Department of Agriculture, Legislature, and public organizations combating hunger or food waste

Directs the task force to identify strategies for preventing food waste, increasing food donations, educating consumers on food storage, lowering cosmetic standards for produce, and building systems to distribute surplus food to charities

Members serve without compensation but receive reimbursement for necessary expenses; Department of Human Services provides staff support

Task force must submit a report with findings and recommendations to the Governor and Legislature within one year of organizing, after which it expires
