Creates an Office of Entrepreneurship within the Office of Economic Development to strengthen policies and programs supporting business growth across all demographic segments and geographic areas of West Virginia

Requires the office to serve as a point of contact for businesses operating for five years or less, assisting them with state agency interactions and referring them to appropriate resources

Mandates annual reports to the Legislative Commission beginning two years after creation, detailing state contracts awarded to new businesses, including breakdowns by demographics, geography, and business type

Encourages 5% of total state contracts to be awarded to businesses operating for five years or less with principal operations in West Virginia

Designates all records, files, and communications of the Office of Entrepreneurship as confidential and not subject to public records requirements
