Requires the State Board of Education to implement trauma-informed practices in all K-12 schools beginning July 1, 2025

Mandates training for all teachers, school leaders, paraprofessionals, and specialized instructional support personnel on recognizing and responding to student trauma

Defines trauma-informed practices as evidence-based professional development promoting understanding that trauma is common among students and affects learning, behavior, and relationships

Requires disciplinary procedures to address underlying causes of student behavior including trauma, utilize restorative practices, and prohibit discrimination based on race, sex, disability, and other protected characteristics

Authorizes the State Board of Education to propose legislative rules and emergency rules to implement the requirements
