Requires original equipment manufacturers to provide documentation, parts, and tools needed to diagnose, maintain, and repair agricultural equipment to equipment owners and independent repair providers on fair and reasonable terms

Defines agricultural equipment as farm operation equipment including combines, tractors, sprayers, implements, and attachments, but excludes motor vehicles

Mandates that manufacturers provide access to security codes, passwords, and special tools needed to reset electronic locks or security functions disabled during repairs

Designates violations as unlawful practices under the West Virginia Unfair Trade Practices Act, enforceable by the Attorney General with all available remedies and penalties

Protects trade secrets from mandatory disclosure and shields manufacturers and authorized repair providers from liability for damage caused by independent repair providers or owners during repairs

Takes effect July 1, 2025, applying to equipment sold or in use on or after that date
