Creates a paid parental leave pilot program for full-time state employees who have worked at least 12 consecutive weeks, providing up to 12 weeks of paid leave at 90% of average weekly wage (capped at $1,000/week) for birth or adoption of a child under age 12

Applies only to births or adoptions occurring between July 1, 2025, and July 1, 2027, with the entire program sunsetting on December 31, 2028

Establishes a Paid Parental Leave Pilot Program Fund in the State Treasury, funded in part by deposits from hard cider sales tax revenues under §60-8A-3

Requires employers to maintain group health insurance coverage during leave and guarantee the employee's position for up to 12 weeks (or 18 weeks if combined with unpaid leave under existing law)

Mandates the Department of Labor to survey employers annually and report to the Joint Committee on Government Organization on program utilization, fiscal impact, and recommendations for continuation or modification
