Establishes four new vehicular homicide offenses: vehicular homicide (misdemeanor, up to $10,000 fine and/or 1 year jail), aggravated vehicular homicide (felony, up to $20,000 fine and/or 1-5 years prison), vehicular homicide in a school zone (felony, $2,500-$5,000 fine and/or 2-10 years), and vehicular homicide in a construction zone (felony, $2,500-$5,000 fine and/or 2-10 years)

Recognizes embryos and fetuses as protected persons under vehicular homicide statutes, counting them as separate victims from the pregnant woman under the Unborn Victims of Violence Act

Creates parallel offenses for motorized watercraft: homicide by operation of motorized watercraft (misdemeanor) and aggravated homicide by operation of motorized watercraft (felony), with 5-year suspension of boating privileges upon conviction

Mandates automatic driver's license revocation for conviction of any vehicular homicide offense, disqualification from commercial driver's licenses, and updates the Driver License Compact to include these offenses for interstate enforcement

Authorizes automobile insurance cancellation or nonrenewal based on conviction for vehicular homicide offenses and links distracted driving deaths to vehicular homicide prosecution
