Prohibits Chinese government entities, Chinese-headquartered companies, companies controlled by the Chinese government, and companies majority-owned by Chinese citizens from purchasing or acquiring agricultural land in West Virginia

Bars any person, company, or entity covered by the prohibition that acquired agricultural land before July 1, 2025, from selling or transferring that land to any other alien or foreign business after that date

Prohibits holding agricultural land as an agent, trustee, or fiduciary on behalf of prohibited Chinese-affiliated entities, though existing security interests remain valid

Requires all proposed transfers of agricultural land held by prohibited entities after July 1, 2025, to be submitted to the West Virginia Department of Agriculture for approval

Directs the Department of Agriculture to establish rules for the submission and approval process for land transfer requests under this section
