Prohibits West Virginia state higher education institutions from establishing or recognizing designated foreign missions from "Foreign Countries of Risk" (China, Russia, North Korea, and Iran) after July 1, 2025, with existing programs to be terminated by September 15, 2025

Bans state institutions and their employees from participating in Foreign Government-Sponsored Talent Recruitment Programs from these countries, which are defined as foreign government efforts to recruit science and technology professionals, often to acquire proprietary technology or intellectual property

Requires employees to disclose any participation in foreign talent recruitment programs by August 1, 2025, and institutions must review for conflicts of interest—employees who refuse to terminate conflicting participation face termination of their institutional affiliation

Mandates institutions report to the Higher Education Policy Commission or Council for Community and Technical College Education by July 1, 2025, identifying any foreign mission programs and the amount/source of funding received from designated foreign missions

Requires the Higher Education Policy Commission and Council for Community and Technical College Education to submit compliance reports to the Legislative Oversight Commission on Education Accountability by September 15, 2025
