Mandates railroad companies provide temporary alternate entry/exit routes for emergency medical vehicles when road closures for maintenance, repairs, or construction exceed 24 hours and affect roads serving as the sole access for residents

Requires railroads to keep their roadbed and highway crossings in proper repair, or construct and maintain overhead or undergrade crossings subject to Division of Highways approval

Places cost of approach construction on railway companies when necessitated by changes to railroad grade at crossings
