Establishes a Critical Incident Review Team under the Office of Inspector General to review child fatalities and near fatalities involving children in the child welfare system, with membership including the Commissioner of Bureau for Social Services, Foster Care Ombudsman, State Police Superintendent, and legislative representatives

Adds "Parent Resource Navigators" (individuals from Court Improvement Program or Public Defender Services who assist parents through reunification requirements) as members of multidisciplinary treatment teams in child abuse/neglect proceedings

Mandates updated child welfare data dashboard by July 1, 2026, with monthly updates including intake hotline performance, investigation timelines, out-of-home placement data, workforce vacancies, and child fatality/near fatality information posted within 48 hours of incidents

Requires centralized intake to maintain a 24/7 hotline and web-based reporting system, with all reports and audio recordings retained for at least 12 months, and annual county-by-county reporting to the Joint Committee on Government and Finance
