Allows municipal court clerks to request driver's license suspension through the Division of Motor Vehicles when a person fails to pay or enter into a payment plan for court costs, fines, forfeitures, restitution, or penalties within 90 days of judgment

Requires persons owing municipal court debts to either pay in full or enroll in a payment plan within 90 calendar days after the court enters an order assessing the amounts owed

Permits license reinstatement upon full payment of outstanding debts plus a $25 reinstatement fee, or upon establishing a payment plan with a $25 administrative fee (with the DMV reinstatement fee waived)

Adds nonpayment of court-ordered costs and fines as grounds for license suspension, alongside the existing provision for failure to appear in court on motor vehicle violations

Requires the DMV to send suspension orders by certified mail with a 10-day period before the suspension becomes effective, during which the person may request an administrative hearing to dispute their identity
