Restores the ability for all West Virginia Public Employees Retirement System members to convert accrued annual and sick leave days into additional retirement service credit at a 2:1 ratio (two workdays credit for each one day of leave)

Removes the prohibition that prevented employees who joined the retirement system on or after July 1, 2015, from using accrued leave to acquire additional credited service

Calculates retirement credit with 20 workdays equaling one month of service, with remainders of 10+ workdays rounding up to a full month and less than 10 workdays being dropped

Specifies that credited service from accrued leave does not count against the 12-month maximum credited service limit per year
