Creates the offense of "unlawful traffic interference" making it illegal to impede vehicular traffic with one's body or by placing objects in the roadway, unless permitted by existing law or governmental authority

First offense carries a fine of up to $100; second conviction within one year up to $200; third or subsequent conviction up to $500

Maintains existing pedestrian regulations requiring use of sidewalks where provided and walking on the left side facing traffic where no sidewalks exist

Continues the prohibition on standing in roadways to solicit rides from drivers

Provides exceptions for activities otherwise permitted by law or authorized by appropriate governmental authorities
