Grants defendants the right to appointed counsel and an evidentiary hearing, with victims notified by the prosecuting attorney and given opportunity to be heard

Permits successive motions no sooner than 3 years after denial, limits post-release supervision to 5 years maximum, and prohibits courts from increasing sentences based on filing a motion
