Transfers administrative control of all fire departments within a county to the county commission, except for fire departments already under the control of a municipal corporation

Repeals all 20 sections of Article 17 (§7-17-1 through §7-17-20), which established and governed county fire boards as separate public corporations

Abolishes county fire boards, which previously had authority to manage fire services, incur debt, levy fire service fees, and receive appropriations

Amends §7-1-3 and §7-1-3d to explicitly add fire department oversight responsibilities to county commission jurisdiction and powers
