Payroll contributions split equally between employers and employees fund the program, with the Insurance Commissioner determining contribution rates annually

Protects employees from retaliation or adverse employment actions for using benefits, guarantees job restoration upon return, and requires employers to maintain health care benefits during leave

Self-employed individuals may elect coverage with a minimum three-year commitment, and the Insurance Commissioner must conduct public education campaigns and submit annual reports to the Legislature
