Explicitly authorizes the use of funds from three sources—the Lottery Education Fund, the State Lottery Fund, and the Excess Lottery Fund—for early childhood education programs in West Virginia

Amends §18-5-44 of the West Virginia Code, which governs early childhood education programs for children who turn four years old before July 1 of the school year

Adds a new subsection (v) stating these lottery funds may be used for early childhood education "notwithstanding any other provision of this code to the contrary"

Makes no changes to existing program requirements, which mandate county boards provide at least 48,000 minutes annually and 1,500 minutes of instruction per week for enrolled four-year-olds
