Expands West Virginia's civil rights protections to prohibit violence or intimidation based on disability, gender identity, or sexual orientation, in addition to existing protections for race, color, religion, ancestry, national origin, political affiliation, and sex

Makes it a felony to willfully injure, intimidate, or interfere with someone's civil rights when the victim is intentionally selected based on actual or perceived protected characteristics, punishable by up to $5,000 fine and/or up to 10 years imprisonment

Prohibits the use of constitutionally protected speech or associations as evidence in prosecutions unless specifically related to the crime charged and probative of intent to target a specific victim

Requires courts to consider deferred adjudication and alternative sentencing options, including community corrections programs that provide opportunities for harm remediation and community reintegration

Designates the amendments as "Angel's Law"
