Restricts the West Virginia Economic Enhancement Grant Fund to only be used for in-state eligible projects

Removes the Water Development Authority's power to fund infrastructure projects that enhance economic development and/or tourism when recommended by the Secretary of Commerce, Secretary of Economic Development, and/or Secretary of Tourism

Eliminates subsection (c)(7) which previously authorized grants to cover infrastructure project costs based on recommendations from state commerce, economic development, and tourism secretaries

Maintains existing grant authority for water, stormwater, and wastewater projects including bid overruns, utility mergers, high-rate areas, and service extensions to unserved areas
