Maintains existing requirement that minors aged 16-17 may only marry with parental or guardian consent and cannot marry someone more than four years older

Preserves the requirement that minor applicants must provide signed, acknowledged affirmation that they are entering marriage freely without duress or coercion

Continues to allow minors who married at 16-17 to petition for annulment without parental consent until they reach age 18
