Prohibits panhandling at bus stops, train stops, public transportation vehicles and facilities, in vehicles on streets, and on private property without written permission from the owner

Bans panhandling on streets, sidewalks, and public property when it involves blocking someone's path, following a person who walks away, or making threatening statements or gestures

Defines "panhandling" as in-person solicitation requesting immediate money donations, including purchases of items at prices far exceeding their value

First offense carries a $100 fine; second or subsequent offenses carry fines between $250 and $1,000

Exempts bona fide fire departments when soliciting donations to support their operations
