Authorizes the State Board of Education to implement a two-year county pilot program allowing school districts to shift from five 8-hour instructional days to four 10-hour instructional days per week

Pilot program is intended to analyze the impact on student and staff absenteeism rates and identify potential fiscal savings for participating counties

Requires county boards to comply with existing calendar approval processes under §18-5-45, including holding at least two public meetings for input from parents, teachers, teacher organizations, businesses, and other interested parties

County boards must submit comprehensive plans demonstrating the alternative schedule achieves the spirit and intent of instructional time requirements and has the sole purpose of improving student learning

Any school-level changes affecting time within the school day must be approved by a vote of the faculty senate as part of the school's strategic improvement plan
