Sets the State Superintendent of Schools' annual salary equal to the average salary of equivalent positions in West Virginia's five bordering states: Kentucky, Maryland, Ohio, Pennsylvania, and Virginia

Requires the salary to be reassessed every five years based on the same five-state average

Maintains existing requirements that the State Superintendent hold at least a master's degree from a regionally accredited institution and be appointed by the State Board of Education

Retains provisions for the superintendent to receive necessary traveling expenses paid from the General School Fund
