Applies specifically to youth who do not qualify for the transitional living services program, which serves individuals between 16 and 26 years of age

Maintains existing transitional living program requirements including life skills assessments, written transition plans, and face-to-face contact documentation for eligible participants

Mandates the department promulgate legislative rules, including emergency rules if necessary, to implement the housing prioritization provision
