Division of Highways must establish a two-year pilot program to contract with multiple private vendors for snow removal on secondary roads in Monongalia County and Preston County

Roads statewide are prioritized into four categories: Priority One (interstates, expressways, US/WV routes, high-traffic county routes), Priority Two (school bus routes not in Priority One), Priority Three (remaining routes excluding park/forest), and Priority Four (park and forest routes)

Private vendors contracted for snow removal are not granted immunity from legal liability for any damage they cause

Division of Highways retains sole discretion in identifying specific roads covered under the pilot program

Commissioner of Highways may terminate snow removal contracts with 30 days' notice for cause; effective July 10, 2025
