Exempts the five constitutional offices (Attorney General, Secretary of State, Treasurer, Auditor, and Commissioner of Agriculture) from the state's general Fleet Management Division oversight under §5A-12-1

Requires constitutional offices to submit written intent annually by July 1 to the Fleet Management Division stating they will follow the separate fleet management guidelines established in this act

Mandates annual reporting to the Fleet Management Division by December 31 each year, including total vehicles, miles driven, fuel purchased, maintenance costs, and personal vehicle mileage reimbursements

Requires all state vehicle operators to have valid driver's licenses, complete required training courses, maintain vehicle logs, and comply with applicable laws and policies

Authorizes constitutional officers to promulgate their own departmental rules for vehicle operation and to arrange disposal or sale of federally funded or grant-funded vehicles independently
