Authorizes the Division of Motor Vehicles beginning July 1, 2025 to obtain and issue certified copies of birth, death, marriage, and divorce records from the State Registrar, but only to applicants who are U.S. citizens

Requires the State Registrar to confirm applicant U.S. citizenship through approved documents: valid birth certificate, U.S. passport, certificate of U.S. citizenship, or naturalization certificate

DMV must collect a minimum fee of $12 plus the actual cost charged by the State Registrar for each vital record copy, retaining $12 and transmitting the remainder to the State Registrar monthly

Mandates the Secretary of Health and DMV Commissioner enter into a Memorandum of Understanding establishing responsibilities, security protocols, audit requirements, inventory monitoring, and training for DMV staff on proper issuance procedures and requester eligibility verification
