Establishes procedural protections for law-enforcement officers under investigation, including the right to be informed of the nature of the investigation in writing, the right to counsel during interrogation, and limitations on when and how interrogations may be conducted

Requires complaints alleging police brutality to be signed and sworn under penalty of perjury by the aggrieved individual, a family member, or a firsthand witness, and must be filed within 366 days of the alleged incident

Grants officers facing demotion, dismissal, transfer, loss of pay, or other punitive action the right to a hearing before a hearing board composed of at least three law-enforcement officers, with at least one of the same rank as the accused

Prohibits law-enforcement agencies from bringing administrative charges against officers unless filed within one year of when the alleged conduct came to the agency's attention, except for charges related to criminal activity or excessive force

Creates a misdemeanor offense for knowingly making false statements during investigations or proceedings, punishable by a fine of $25-$200 or up to five days in jail
