Authorizes the Public Service Commission to approve reduced utility rates for residential customers in small communities with fewer than 1,000 residents for water, sewer, or combined water and sewer services

Expands existing reduced rate eligibility beyond current categories (SSI, TANF, TANF-UP, and SNAP recipients age 60+) to include small community residents regardless of income assistance status

Rate reductions cannot exceed 20% of the standard applicable rate, subject to PSC approval

Requires the commission to establish rules ensuring small community residents have access to utilities and special reduced rates without meeting the same eligibility requirements as public assistance recipients

Amends the existing Code section governing reduced rates for low-income residential customers of privately owned water and sewer utilities
