Requires the Commissioner of Highways to annually prepare and present to the Legislature a comprehensive highway paving plan for routine repaving of all asphalt-surfaced roads in West Virginia

Mandates the plan establish a routine repaving schedule for each class of paved highways

Requires district-specific and county-specific planning, with each Division of Highways district engineer responsible for preparing plans for their respective districts

Requires an assessment of equipment and personnel needs necessary to achieve the plan's goals

Requires the plan to inform the Legislature of estimated funding requirements for appropriations and budgeting to fully implement the repaving program
