Internet Service Providers (ISPs) would be classified as telecommunications utilities subject to regulation by the West Virginia Public Service Commission

The Public Service Commission would be required to provide consumer protections and complaint investigation services for ISP customers equivalent to those offered for other regulated utilities

The Legislature declares that reliable broadband internet is a fundamental and reasonable expectation for consumers, comparable in importance to traditional telephone service

The bill amends §24-2-1 of the West Virginia Code governing the powers and duties of the Public Service Commission to add ISP oversight authority
