Renames the "Coal Fired Grid Stabilization and Security Act of 2023" to the "Affordable Electricity and Economic Growth Act of 2025" and expands its scope to include coke production for steel-making alongside coal electric generation

Directs the Department of Economic Development to identify and designate suitable sites for both coal-fired power plants and coke production facilities based on proximity to coal deposits, transportation infrastructure, and air quality compliance

Requires the Department to submit a preliminary report by December 31, 2025 identifying at least four potential sites each for coal electric generation and coke production, with geographic distribution requirements north and south of I-64

Mandates designation of at least one site each for coal electric generation and coke production by December 31, 2026, with one additional site of each type required annually for the following five years

Imposes automatic 25% budget reduction on the Department of Economic Development for failure to meet the mandated site identification and designation timelines
