Expands power purchase agreement (PPA) exemptions from Public Service Commission jurisdiction to include all "onsite" energy facilities, not just solar photovoltaic systems

Requires the Public Service Commission to inspect meters used in PPA agreements at the onset and at least once every three years

Prohibits public entities from entering PPAs unless the agreement guarantees a lower total cost per kilowatt-hour than the public utility rate for every year of the contract

Limits PPA contracts for public entities to a maximum of five years, though contracts may be renewed after expiration

Requires PPAs for public entities to include onsite power storage capable of providing backup electricity for at least 48 hours during utility outages or generation disruptions
