Shifts legislative findings to attribute regional economic damages to "harmful federal environmental policies and regulations" affecting coal-fired power generation rather than broader changes in national and global economies

Removes authority powers to acquire/own property, make contracts, and accept grants directly; advisory board instead provides guidance and coordinates grant applications for participating counties

Requires legal services and consultant expenses to be paid from a dedicated fund with contributions from participating county commissions rather than from authority resources
