Allows Local School Improvement Councils (LSICs) to apply directly to the School Building Authority for funding to address deferred maintenance at their schools, bypassing the county board of education

LSICs may only apply independently when the deferred maintenance costs exceed 25% of the School Building Authority's estimated replacement cost for the facility

Requires the LSIC to find that the local education authority has not taken sufficient action to address the facility needs of the school before submitting an independent application

Creates a new pathway for individual schools to seek facility improvement funding when local education authorities have neglected necessary maintenance
