Removes the sunset date for depositing pet food registration fees ($50 for packages over 10 pounds, $35 for packages 10 pounds and under) into the West Virginia Spay Neuter Assistance Fund

Clarifies adulteration standards by aligning with Federal Food, Drug, and Cosmetic Act provisions, including references to Sections 406, 408, 409, 512, and 721 regarding food additives, pesticides, color additives, and new animal drugs

Authorizes the Commissioner of Agriculture to adopt federal good manufacturing practice regulations for medicated feeds (Type A, B, and C) established under the Federal Food, Drug, and Cosmetic Act

Adds a severability clause ensuring that if any provision is found invalid by a court, the remainder of the law remains in effect
