Hospital governing boards may establish police departments and appoint qualified officers who meet state law-enforcement certification requirements to serve on hospital premises

Hospital police officers have full law-enforcement authority on hospital premises and adjacent streets, may carry firearms, and can assist local law-enforcement agencies upon request

Hospital police officers are shielded from civil and criminal liability unless their actions were outside the scope of employment, done with malicious purpose or in bad faith, or liability is expressly imposed by other code provisions

Hospitals with police departments are granted immunity from liability for losses or claims resulting from civil disobedience, riot, insurrection, or rebellion

Officers must complete crisis de-escalation training through an approved program within 180 days of beginning work; the bill takes effect July 10, 2025
