Amends West Virginia's Computer Crime and Abuse Act to remove the requirement that prosecutions involving adults posing as minors be limited to investigations conducted or overseen by law enforcement officers

Expands who can conduct investigations where a person represents themselves to be a minor to catch online predators, potentially allowing private citizens or organizations to participate

Maintains existing penalties for adults over 18 who use computers to solicit minors at least 4 years younger: up to $5,000 fine and 2-10 years imprisonment

Preserves enhanced penalties when the offender takes overt action to meet the minor in person for prohibited sexual activity: up to $25,000 fine and 5-30 years imprisonment

Defines "minor" as anyone under 18 years old or a person representing themselves to be a minor
