Requires voter identification documents to contain a photograph of the voter, with an exception for West Virginia driver's licenses or ID cards issued to individuals who decline a photo for religious reasons under §17B-2-1(f)(4)

Specifies acceptable photo IDs including: valid WV or out-of-state driver's license, U.S. passport or passport card, government employee ID, WV student or high school ID, military ID, or voter registration card with photo

Allows registered voters age 65 or older to use expired photo identification documents, provided the ID was not expired on their 65th birthday

Permits voters without valid photo ID to cast a provisional ballot after executing an identity affidavit, with the ballot counted upon signature verification

Takes effect July 11, 2025 (90 days after passage on April 12, 2025)
