Prohibits the West Virginia Division of Environmental Protection from proposing or promulgating any rules intended to reduce greenhouse gas emissions from residential, commercial, industrial, electric utility, or transportation sectors to comply with the Kyoto Protocol or Paris Accord

Bars the Division of Environmental Protection from submitting legally enforceable greenhouse gas reduction commitments to the EPA or any federal agency without explicit approval from the state Legislature

Removes previous legislative findings detailing the history of the Kyoto Protocol negotiations and replaces them with a simplified statement that federal participation in international climate agreements limited the state's ability to utilize natural resources

Eliminates provisions that previously preserved state and private participation in voluntary greenhouse gas reduction initiatives

Removes the sunset clause that would have ended restrictions upon U.S. Senate ratification of the Kyoto Protocol and enactment of federal implementing legislation
