Proposes an amendment to the West Virginia Constitution adding a new section recognizing the Holy Bible (66 books of Old and New Testaments) as the "divinely inspired, inerrant foundational document" for the state's society and government

Declares the Bible to be an accurate historical record of human and natural history and the "utmost authority for human moral behavior"

Requires the Holy Bible and its precepts be given "a place of prominence and reverence" in public buildings, laws, policies, and schools throughout West Virginia

Designates this as "Amendment No. 1" titled "Recognition of Holy Bible as Foundational Text" to be placed on the ballot for voter ratification in the 2026 general election

Requires two-thirds approval from both houses of the legislature to place the amendment before voters
